Important message about Building Division Operations:
As a result of the COVID-19 emergency, the Building Division has adjusted services to be conducted primarily via telephone, email, or appointment when possible.
The Building Division counter is open to the public on Mondays and Wednesdays from 9am to noon.
Due to limited staff resources we are not issuing simple permits "over-the-counter" or conducting in-person plan review at this time.
The City Building Inspector is available at our counter on Mondays and Wednesdays from 9am to 10am.
Notes: The Building Department is closed on Fridays. Fiscal year 2021-2022 fees are implemented July 1st, 2021.

Accessory Dwelling Units (ADU) and Junior ADUs (JADU)
The Building Department is responsible for enforcing the building, housing, electrical, plumbing, and mechanical codes of the City and:
- Review all construction plans for compliance with State and Larkspur building codes including structural, electrical, mechanical, plumbing, energy efficiency, and flood zone compliance.
- Issue building, plumbing, mechanical, and electrical, permits. The City of Larkspur administers Central Marin Fire Department permits for addresses in the City of Larkspur and for addresses that are in Greenbrae that are in the City of Larkspur. - Perform inspection and conduct code enforcement to ensure that residential, commercial, and industrial construction are in compliance with applicable codes and ordinances.
- Conduct resale inspections and issue resale reports in conjunction with Central Marin Fire Department to identify code violations and address minimum life-safety matters prior to the sale of residential property.
Applicable Construction Codes All private construction and construction and construction related activities shall be in conformance with the 2019 California Building, Residential, Electrical, Mechanical, Plumbing, Energy, and Fire codes.
Building Inspector Office Hours The Building Inspector is available at the Building Department counter Mondays and Wednesdays between 9 am and 10 am.
