Permit Process

When contacting the Building Department, please be aware that these unprecedented times have caused our Building Department to shift from an in-person submittal to a newly established electronic submittal process.

NOTE: Read the construction site requirements of Appendix B-1 carefully.  Inspections will not be conducted under circumstances where residents and persons on and about job sites are not in compliance with social distancing requirements and other measures required in Appendix B-1. Construction sites not in compliance with the protocols in Appendix B-1 may be issued a stop-work-order until they are in compliance and may be charged reinspection fees.

The Planning and Building Director has authorized City Inspectors to make such determinations at their sole discretion.

Simple Project Permit Requirements (reroofing, water, furnace replacement, etc.)

The application can be emailed to LarkspurBuilding@cityoflarkspur.org or mailed to City Hall with a check.

Simple Project permits can generally be issued the same day.

1. Application (2 pages) – completed and signed by the contractor.

a. The contractor can authorize an agent to pull the permit on their behalf by completing and submitting the agent authorization form for contractors.

b. If the property owner is going to pull the permit then complete the property owner-builder form.

2. Payment: we can take payment by Visa or MasterCard by email.  There is a 3% credit card processing fee. Credit Card Authorization Form

a. The application and the check can be mailed or dropped off in the box on the wall to the right of the front door at City Hall.

Small Project Permit Requirements (a small project with plans that can be printed on 11in. x 17 in. paper)

The requirements below can be emailed to LarkspurBuilding@cityoflarkspur.org or the printed package (applications, 4 sets of plans, 2 sets of supporting documentation) and a check for the plan check fee can be mailed.

b. If the property owner is going to pull the permit then complete the property owner-builder form.

Permit Requirements – larger or more complicated project (accepted by mail only)

b. If the property owner is going to pull the permit then complete the property owner-builder form

2. Four (4) sets of plans signed by the person who drew them (electronic signature accepted) and 2 sets of supporting documentation.

3. Check payment for the plan check deposit (check with the City for that amount). Or the fee can be paid by credit card (3% processing fee). Credit Card Authorization Form

NOTE: Plans will not be reviewed until the plan check fees are paid.

Small and Large Project Plan Review

Once a complete submittal package and plan check fees are paid:

  • The Planning Department reviews all projects for zoning compliance.
  • Plan reviews are done by the Planning, Building, Public Work, and Central Marin Fire Department.
  • The initial plan review is for 3 weeks. The plan review on resubmittal is 10 working days.
  • Once all Departments have submitted their plan check comments, if any, a comment letter will be emailed to the applicant/contractor/property owner. 
  • Resubmittals (response to comments) review is 10 working days.
  • Please check the Building Department Forms and applications for other forms that may be needed but are not linked here.
  • Submitted credit card information will be destroyed directly after any transaction and will not be kept on file.

Plan Pick-Up – Large Projects

For projects with a large size plan (greater than 11 n x 17 in) please contact LarkspurBuilding@cityoflarkspur.org to arrange pick-up.

All documentation, including signatures on applications, construction, and demolition forms, etc., must be completed and emailed or mailed before scheduling a pick-up. 

All payments must be made before requesting a pick-up. If you want to avoid the 3% credit card processing fee you can mail a check or drop the check into the box to the right of the front door at City Hall.  Credit Card Authorization Form
